Update with nulled printf (to prevent warnings on non-printf projects) and undestructively add interrupt nesting to WS2812B driver.

 * Allow interrupt preemption in WS2812B driver.
 * Add simple driver for ws2812b's.

Let me know if this causes anyone issues.

SYSTEM_CORE_CLOCK went away in favor of FUNCONF_SYSTEM_CORE_CLOCK

APB_CLOCK is only used in the i2c_slave.h and ch32v003_SPI.h files
so the references there have been maintained.
